The campaign to officially designate the bald eagle was led by Preston Cook and Jack E. Davis, educators and authors who specialize in the bird’s history. They targeted lawmakers from states with large bald eagle populations, such as Klobuchar’s Minnesota, which has the second-largest concentration of the bird in the U.S., behind Alaska.
